Safe Cosmetics and Personal Care Products Act of 2013 Mirrors Toxic Substances Control Act (TSCA) Proposals, Would Greatly Expand FDA Authority Over Cosmetics
The bill would add a major new subchapter to the Federal Food, Drug, and Cosmetic Act (FFDCA) chapter on cosmetics. This new subchapter would impose significant new obligations on FDA and on “brand owners,” the entities responsible for bringing a cosmetic to market, whether domestic or foreign establishments. Obligations would also be imposed on ingredient manufacturers and suppliers.

One of the outstanding properties of many essential oils, including tea tree (Melaleuca alternifolia), is that they can be effective even against bacterial biofilms.
As a scientist, I have a real problem with capitulating to non-science based conclusions about chemicals. If an ingredient is unsafe, then by all means get rid of it. But if it is safe, publicly reformulating is a mistake.
Surfactants are used in many cosmetics as foaming agents, cleansers, emulsifiers, conditioners and solubilizers or dispersants.
A quick look at the structure and chemistry of Aloe shows us why this plant is such a good moisturising agent – it’s the polysaccharides or sugars that predominate.
Research papers are written by scientists after performing a series of experiments that can take years to finish. These written reports are also called ‘primary literature’ because they are the first hand account written by the investigators who do the experiments. These papers are then published in scientific peer reviewed journals for not so leisurely reading.
